A Labour Market Impact Assessment (LMIA) is an assessment issued by Employment and Social Development Canada. Employers may need a positive LMIA before hiring a foreign worker through certain work permit streams.
An LMIA is not a work permit. The worker must still apply for the appropriate authorization, and requirements depend on the job, wage, location, and program stream.

What Is the Process to Get an LMIA?
The process depends on the stream and position. Employers should confirm the current instructions before applying.
- 1Review the role, wage, work location, and hiring needs.
- 2Advertise the position and document recruitment efforts where required.
- 3Prepare the LMIA application and supporting business documents.
- 4Submit the application and respond to any requests for information.
- 5If approved, provide the decision documents to the foreign worker.
What Are the Minimum Eligibility Requirements?
Employers:
- Demonstrate that the job offer and business are genuine and legitimate.
- Submit a transition plan for the same position and work location, where required.
- Advertise the job vacancy on the Government of Canada Job Bank, where required.
- Use at least two additional acceptable recruitment methods when required for the occupation and stream.
- Offer wages consistent with the prevailing wage for the occupation and location.
Once an employer receives a positive LMIA, the foreign worker may apply for a Canadian work permit. Depending on the stream, workers may need:
- A valid Canadian job offer.
- An employment contract.
- A copy of the positive LMIA, if applicable.
- The LMIA number, if applicable.
