What is Francophone Mobility Services?

Francophone Mobility is a Canadian immigration program that allows employers outside Quebec to hire French-speaking foreign workers without requiring a Labour Market Impact Assessment. This LMIA-exempt work permit stream is designed to support the growth of French-speaking communities across Canada. It enables employers to fill managerial, professional, or technical/skilled trade positions with qualified francophone candidates from abroad, while helping strengthen the vitality of francophone minority communities outside Quebec.

What is the process to get a Francophone Mobility work permit?

Employers must offer a genuine job to a French-speaking foreign worker and submit an Offer of Employment through the Employer Portal to obtain the required exemption before the worker can apply for a work permit.

What are the minimum eligibility requirements?

Employers:

  • Must be located outside the province of Quebec
  • Must offer a genuine, full-time position in an eligible occupation category
  • Must demonstrate the business is legitimate and actively operating
  • Must submit the Offer of Employment and pay the compliance fee through the Employer Portal

Workers:

  • Must be able to demonstrate that French is their dominant language
  • Must meet the language proficiency requirement, typically through a recognized test or self-declaration assessed by an officer
  • Must meet the requirements of the specific occupation being offered

Once the employer submits a valid Offer of Employment, the foreign worker can apply for a Canadian work permit and pursue eventual Canada Immigration. To apply for a Work Permit, Workers need:

  • A valid Canadian job offer
  • An employment contract
  • The Offer of Employment number from the Employer Portal
  • Proof of French language proficiency
